Harlequin Ghost Pipefish
Also called: Ornate Ghost Pipefish
Scientific name: Solenostomus paradoxus

Pipefish are somewhat common in Southeast Asia, but they're very hard to find. The easiest place is probably the Lembeh Strait in North Sulawesi, although the three following examples were all spotted on one trip from Bali to Komodo.
